On our lowest vps package (Budget VPS 1) we regularly experience clients having issues running yum, this is usually due to the ram specifications being so low, the output will usually be a memory allocation error.
In this case you may need to upgrade your vps, or just submit a ticket and we will do our best to apply some more resources and get it working for you.
